New Electric Vehicle (EV) Eligibility Requirements

Eligible new electric vehicles must meet requirements that include, but are not limited to, the following: 

  1. Vehicle purchased or leased by applicant on or after May 25, 2023
  2. The electric vehicle has not been previously owned;
  3. The electric vehicle may have been used by a dealer as a floor model or test drive vehicle and has not been previously registered in Minnesota or any other state; or
  4. The electric vehicle has been returned to a dealer by a purchaser or lessee: 
    1. within two weeks of purchase or leasing or when a purchaser’s or lessee’s financing for the electric vehicle has been disapproved; or
    2. before the purchaser or lessee takes delivery, even if the electric vehicle is registered in Minnesota
  5. The electric vehicle has not been modified from the original manufacturer’s specifications; 
  6. The electric vehicle has a manufacturer’s suggested base retail price that does not exceed $55,000;
  7. The electric vehicle is purchased or leased from a dealer or directly from an original equipment manufacturer that does not have licensed franchised dealers in Minnesota; and
  8. The electric vehicle is for use by the purchaser and not for resale.

New EV Rebates are up to $2,500 on eligible vehicles.

Used Electric Vehicle (EV) Rebate Eligibility Requirements

Eligible used electric vehicles must meet requirements that include, but are not limited to, the following: 

  1. Electric vehicle purchased or leased by applicant on or after May 25, 2023;
  2. The electric vehicle has previously been owned in Minnesota or another state; 
  3. The electric vehicle has not been modified from the original manufacturer’s specifications; 
  4. The electric vehicle has a purchase price no greater than $25,000, exclusive of taxes and fees.

Used EV Rebates are up to $600 on eligible vehicles


Minnesota EV Tax Rebate Program Duration & Deadlines

The State of Minnesota has limited funds to provide rebates for electric vehicles. When the program launches, completed applications will be reviewed on a first-come, first-served basis. The program will continue until funds are fully disbursed or June 30, 2027, whichever occurs first.

How to apply my electric vehicle purchase for the EV Tax Rebate in Minnesota

As part of the online application submission, applicants must upload three documents on the website: 

  1. Current (not expired) Minnesota Driver’s License 
  2. Most recent electric utility bill 
  3. Signed purchase agreement or lease (if neither exists, applicants may submit other documentation proving they purchased the EV and the purchase price)

Who Can Apply for the Minnesota EV Tax Rebate?

In addition to the criteria outlined earlier in the article, here are some important items to note:

  • When submitting the application enter the name of the primary person listed on the title of the electric vehicle.
  • There is not an income eligibility component to the EV rebate program.
  • Fleet operators may receive up to one EV rebate per fiscal year (July 1 – June 30). A business, non-profit or government entity may receive no more than one EV rebate per fiscal year (July 1 – June 30).

Can I apply for additional clean energy rebates from the state of Minnesota?

Yes, you may apply for other clean energy rebates, subject to that program’s requirements. Receiving other clean energy rebates does not impact eligibility to receive an EV rebate.

Is the Minnesota EV Tax Rebate Separate from Federal Tax Credits?

Federal rebates for electric vehicles (EV) involve a separate application process with different criteria to qualify for EV rebates. For more info about federal EV rebates go to: http://energy.gov/save/drivers


What vehicles are included in the MN EV Tax Rebate Program?

In the application of the Minnesota EV Tax Rebate Program, an Electric Vehicle is defined as “a motor vehicle that is able to be powered by an electric motor drawing current from rechargeable storage batteries, fuel cells, or other portable sources of electrical current, and meets or exceeds applicable regulations in Code of Federal Regulations, title 49, part 571, and successor requirements. Electric vehicle includes a plug-in hybrid electric vehicle.
